Solution: Select 18.8 System from the sent gpo. Under Policies > Administrative Templates > System > Windows Time Service > Time Providers
Ensure 'Enable Windows NTP Server' and 'Enable Windows NTP Client' policies are checked. These two policies must be in the 'Enable' state.
